C G Stafford extradited from Peru.

W. F Clayton , US Vice Consulate at Callao Peru, acting as a special messenger under authority of the U. S. Government  brought C G Stafford as far as Panama Feb 20,  1910.  He was being held there for safe keeping however he was released because there was no expedition Treaty with Panama.  Full text of the News Clipping from the Courier Democrat.
